''Nuclear Club'' - is a loaded political;namely it is a symbol of the countries that has made designing,manufacturing and testing applications of nuclear weapons.Today's world,the countries that have nuclear weapons are the United States,Russia,England,France,China,India,Pakistan and North Korea.But Israel,although make no comment about the presence of nuclear weapons,by the consensus of experts,this state is supposed to have a significiant arsenal since 1960s-70s.During the collapse of the Soviet Union,Kazakhstan was known as the fourth state in the world ranking with the number of nuclear warheads.However,the president of Kazakhstan,Nursultan Nazarbayev gave up nuclear weapons as a volunteer with the agreement that signed with Bill Clinton.
Kazakhstan,in August of 2010,launched an anti-nuclear initiative by combining many countries around the world in order to world's release from the threat of nuclear war and determined proposing Universal Declaration for a world free of nuclear weapons. For this purpose,first of all,it is expected to sign a Treaty (MDCT) about Comprehensive Nuclear Tests' Ban and made them come into force.Up till today,182 countries joined this agreement and 153 states have completed its internal procedures to make Treaty come into force.
The Minister of Foreign Affairs of Kazakhstan,Kanat Saudabayev that has made an assessment about the situation,said that: '' All these clearly show that launched MDCT studies will be completed very soon,'' in Astana,in a conferance that was organized for the anniversary of Semipalatinsk nuclear testing plant closure.Of course,Kazakhstan attracts the attentions about nuclear disarmament policy he carried out.Unlike many countries that talking so much on this issue and not reducing nuclear arsenal,Kazakhstan gave up a significiant amount of its nuclear arsenal. Therefore,Kazakhstan is the only country that has a moral right to call other countries for nuclear disarmament and to require a serious steps from states. These demands are very different from the rules and practises that aim discrimination,as today that is applied within the framework of Non-Proliferation of Nuclear Weapons ( NPT) in ''nuclear club'' and even if not requiring nuclear disarmament of the member states,it restricts access of nuclear technologies for other states.
In the struggle of nuclear disarmament,until today,the two important factors have never been taken into account: First,nuclear weapons create a great danger for a state that has these weapons,more than a potential enemy.In the first time,the country's population that have nuclear production,testing,potential accidents and production wastes have been being affected adversely.
A year ago,the President of Kazakhstan,offered to declare the Semipalatinsk nuclear test plant's closing date as a Day of the World Nuclear Disarmament.Together with this,he took an important step for a world that is a free of nuclear weapons.This idea was supported unanimously by member states and the UN general system,the media members and the science community in UN General Assembly.According to this order of date,the necessary organizations were made for the celebration internationally.By the decree of the President of Kazakhstan,in August of 1991,following the closure of Semipalatinsk test plant,this international day was first celebrated in 2010. Unfortunately,very few states followed the example of Kazakhstan.Nursultan Nazarbayev; '' the last nuclear test in North Korea,Iran's nuclear program,the ongoing tensions and power conflict between India and Pakistan,even the attempts of the terrorists to obtain their own nuclear weapons-all of these prove how sensitive the balance of the world nowadays'',said.
Nowadays,more than 40 countries are on the brink of nuclear weapons' development and production.Therefore,there must be a security system for the protection of world from these weapons.As Nursultan Nazarbayev said; '' The nuclear treat continues to change by posing new forms as the body exposed to radiation.Therefore,International communities must create a new global treaty in order to prevent the spreading of nuclear weapons.
Under the auspices of Kazakhstan's OSCE presidency,during the Prevention of Terrorism Conference held in Astana,the fight against terrorism was discussed and the use of mass destruction weapons issue was also discussed. In this context,the President of a Republic of Kazakhstan,suggested the de-facto states that have nuclear weapons should join the '' nuclear club '' and the club should formalize this new form.These countries should not be in the opposing sides.The club and each member of this club,should undertake to act in coordination only with the UN Security Council.
A world that is free of nuclear weapons,is a difficult goal to reach in a short time.However,in order to use atomic energy only in peaceful purposes and destruction of nuclear weapons,this is not the reason of steps we can take today for tomorrow.
Fortunately,today's world is not an arena for nuclear conflicts.But in our world,there are still always serious controversies on this issue.The solution decisions of contradictions are in the hands of a few people.Government leaders have a serious responsibility to provide nuclear balance in our world without atoms' leaving.

Kazakhstan's Invitation that Gave Up Nuclear Weapons

After the collapse of the USSR,the country's role was as a new nuclear country. Eventhough it is very painful for the young republic,certainly it helped to take the right decision.So much so,it is expressed that the country can not do without nuclear weapon.In Kazakhstan,there were supporters that may store nuclear weapons.First of all,nuclear-rocket tanks could be an effective weapon to prevent the enemies attacking to the country.The presence of Kazakhstan's nuclear rocket,only this force,could block any attack and would compensate a number of armed forces' lack up and for hard times it would be a logical guarantee.It is also certain that,nuclear weapon would make Kazakhstan super-power of region on its own.But the President Nursultan Nazarbayev has taken the decision without precedent in the past and gave up this ''superior'' weapon.According to the testimony of the President,some Asian countries were giving an idea to Kazakhstan for storing the nuclear weapon by promising financial support and the international prestige.Because it was the first and the one Muslim country that has nuclear weapon. As a result,taking into account the delicate balance in international security system in the 90s and other factors,gave up weapon precisely. On May 7 in 1995,the latest nuclear cargo were destroyed in old Semey polygon.On July 29 in 2000,the most recent nuclear tests gallery exploded in the same polygon.
After such an important decisions,Kazakhstan had played an important role as a leader in anti-spreading nuclear weapons.Also need to take into consideration that; USA made '' Big solutions '' propoganda of the young country that was qualitatively higher level in external and internal politics in all the meetings and emphasized that.Of course,all of these gave a new direction to the country and made Kazakistan as an emulative country.This small country proved that the world could be the world without nuclear weapon. Urging other countries to do the same.
The role of nuclear weapons anti-spreading of Kazakhstan is recognized everywhere.Not satisfied with just giving up nuclear weapons,the President of Kazakhstan has an invitation for another countries' Presidents about the issue of reducing nuclear weapons.The policy of reducing strategic weapons and taking big decisions of big countries such as Russia and USA have been taken from an example of Kazakhstan.Now the country is very good,because all the world countries are supporting Kazakhstan's desire to become a member of IAEA.
We need to take this into the consideration that,during the period of independence,Kazakhstan showed that different nations and different religious structures can live in a peace.With the help of experience it gained,Kazakhstan made a religious dialogue platform happen that is so important as the world leaders in politics,also the world's religious leaders could meet and talk and create a model of cooperation.Until today,there had been three convention where the universal and traditional religious leaders' met.
The President of Kazakhstan believes that;new non-nuclear field,a new unified world currency,the new union of nations,all of these will be the foundation of the new system that is compatible.The best side of every nation should surround the whole world.In such a world,there should be no mutual skepticism,religious and other discrimination.It should be a community that this will not be only measured with property values,morality and responsibility will also express the development in society.Nursultan Nazarbayev,now as before,is the supporter of revealing a unified world currency that may protect the economic shock and has occured in many countries in the world recently,starting in America and has affected the whole world.Kazakhstan is always in local and larger-scale in activities of interstate organizations. This year,it had a great opportunity to show itself without precedent in the past.He is the President of OSCE. Everyone waited a ''new '' thing and this country made what was expected from him.The President offered to assemble the OSCE meeting in Astana. Similarly and the last forum where there were the Presidents of the countries that were OSCE members was in Istanbul in 1999.
As a result,this situation is not a superpower but by taking samples from countries that are active,there should be some attemptions for a world without nuclear weapons.
