Intelligence stepped through a new century with Wiki Leaks. With the cycling speed of the information, leaking risk has been increased. No information security can be guaranteed by now. States have different effective governments in their selves. This situation leads to associations and organizations to have sharing problem of intelligence. The main problem is to leaking of information to third persons. Most of the countries were using the military and civil information separately but these information were analyzed in the same pool. In application State Organs and Intelligence Agents were taking a mutual responsibility. This structure is having a transition through local intelligence and local applications. The main disease which intelligence suffers from, is this issue. Structure is based on a central system and it is not cooperate with the needs of this century.

Intelligence agents and/or intelligence organizations became bodies which do not work for state but they started to work for their own interest. Some intelligence bodies were seeing themselves as state but with the new world order their effectiveness in the state had been decreased. Long time conflict still continues. Secret intelligence organizations do not see themselves as states anymore but they see themselves as others who lost the state to civilians. The way of conquering the state again is not the state power anymore but gaining the money which will help them to have the power to conquer the state again. The period in the second half of the 90s in Russia is a significant example of this conflict. Conquerors are in power now and losers are runaways with the most amount of money which they filled into their pockets. Russian case is a savory sauce for all of the intelligence services. Without thinking of the domestic structure of every country, intelligence agents are in a struggle of taking the power back. Democratic countries are included in this struggle. The information announced by Wiki Leaks is a shine of this change. This kind of little twinkles will continue to shine and they will make deeper impacts.

Dual Power

Countries which have dual and threefold power problems will face to a problem of state's rigidification. Secret services never stepped back while limiting the civilians' freedom with various ways. New security century which we are going into is giving them new opportunities. These opportunities will be used in the most effective way. The old understanding of security which was shaped by assasinations and social movements will add new technologic and economic speculations itself. Wiki leaks stepped up with a popular figure of this process. Different activists and groups will follow the path which was used by wikileaks in the future.

While the effect of NGOs such as exchange markets, trade associations and human rights associations will spread through the world their control will be handled by secret services. New partnerships will be constructed which will provide bilateral feeding. Every secret service is trying to create effect agents for themselves. Today's unstable structure will be divided into new polars. Their validity will depend on documents and secret information which will be announced by them. While some countries will overreacting to those leaked information, some countries will attack back with their own weapons. This situation will be the trigger of new spy wars which will be very similar to the wars in the Cold War. Russian spy stories which are shared in popular websites like Facebook is not a simple signal of the new era.

BND and MIT

Reflection of the case may be not that crushing but countries like China, Russia, Germany and Turkey increased their intelligence activity around the world. Mediation of BND with Hezbollah is a strong evidence of information to be getting into light from shadows.

BND which was using the Islam as a control tool for foreigners, is now using Anglo-Saxon reaction against the radical Islam. It is not a coincidence that Guerillas which were killed and/or captured in Afghanistan and Pakistan were German rooted. BND has spies in all Islamic Associations and Mosques and there is not a possibility of BND to not to know the Guerillas who went to Pakistan. German Citizen Guerrillas' information consciously or unconsciously were known by BND. No data can explain that while Iran is having many sanctions upon it, Germany is in such a contact with Mollas. Situation is the same with Kazakhstan, Uzbekistan and Turkmenistan. While Germany is losing its power with its allies in the war against Afghan Taliban, Germany is increasing its effect zone in Central Asia. Germans are going into the Central Asia with trade guises and they are working in there without confronting to the Russians. BND which is following Russia's footsteps about underground resources and technology transfer, is supported by local German population. China is as much disturbed as Moscow from BND activity in Central Asia. Turkey also started a new activity in all of these Turkish Republics. Administrative body of this activity fastened with the change of Turkish Intelligence Body: MIT. Turkish Secret Service which is under influence of CIA, has seperated domestic and foreign intelligence and new structure is more foreign centralized. Traditional domestic centralized, anti-terrorism structure stil continues while Turkish Intelligence is more active in foreign countries. Broken relations between Turkey and Turkish Republic in the Soviet era are designed again in trade platform. The statement of "Turkish World from Adriatic to Chinese Wall " becoming a rational after 20 years. The main perspective of this new structure is strategic mines and partnerships in pipelines. Only danger is the missile shield Project of NATO which will be shaped mainly on Turkey. Yet both Russia and China had learned to work with Turkey in Central Asia without confronting against them. NATO insisting on its potential of balance-breaker. Turkey's increasing influence in Middle East also effected the intelligence perspective. In the past years Turkish intelligence agents were facing to question marks while working in Lebanon, Iraq, Syria and Jordan. Today all these countries have too much tolerance against the Turkey's secret and open activities in the region.

In the Cold War Era, world was having a Cold War in intelligence too. It was felt in the Cold War effect areas. While this struggle going on to the border, Germany, struggle was turning into a conflict. Today, even in NATO member, Eastern European countries, intelligence bodies trying to regain their influence in their states. Especially the power of mafia in Eastern European countries cannot be explained by economic data.

Secret Intelligence Services should be admitted as cenral, in other words traditional state structure. Power of this structure had been damaged too much. New world order which is described as democratization, disappointed world nations. Expectations had been increased in countries which are suitable to authoritarian regimes or in the countries whose codes are suitable to authoritarian systems such as Russia because of crime rates and terrorism. Near future will be shaped according to the response of secret intelligence services.
